Landfill Defined
(1) The disposal of solid wastes or sludges by placing on land, compacting and covering as appropriate with a thin layer of soil. (2) A waste management unit at which waste is discharged in or on land for disposal. It does not include surface impoundment, waste pile, treatment unit, injection well, or soil amendments.
