"Ethics Commitments by Executive Branch Personnel" ;. Sounds all fancy don't it. In short it bars any former lobbyists who joins his administration from dealing with matters or agencies related to their lobbying work. It also prevents then from joining agencies they had lobbied in the previous two years.
